The Scroll DAO is pausing its governance mechanism, according to project delegate Olimpio, following a turbulent week of leadership changes.
Olimpio revealed on X (formerly Twitter) that Eugene, who led Scroll DAO, formally stepped down earlier this week. Scroll co-founder Haichen Shen added that the team is currently “redesigning governance,” but provided no specific roadmap or timeline.

Adding to the uncertainty, Raza Zaidi, Scroll’s head of growth, emphasized that this should be seen as a “pause” rather than a permanent stop or dismantling of governance. However, Olimpio noted that communication around the transition has been limited:
“TLDR: they are redesigning governance, but the pathway forward is unclear; it seems to me like they’ll take a centralized approach. No clear comms yet, or transparency, or plan,” Olimpio wrote.
Several important proposals remain pending, including one focused on treasury management, but their execution status has not been confirmed. The pause leaves questions about how critical decisions will move forward while the DAO rethinks its structure.
Scroll DAO was established alongside the launch of its native token SCR. Its governance framework traditionally relied on delegate voting and operated in coordination with the Scroll Foundation and a Security Council.
